Arda Gerkens exerce as funções de Presidente da Autoridade de Conteúdos Terroristas Online e Material de Abuso Infantil (ATKM) desde setembro de 2023. Nesta função, integrou recentemente o conselho da Rede Global de Reguladores de Segurança Online (GOSRN). Como ex-política, atua na interseção crucial entre o panorama digital e o bem-estar social. Anteriormente, liderou a linha de apoio e o serviço de apoio Offlimits, na Holanda. Gerkens possui uma vasta experiência política, tendo desempenhado funções durante oito anos no Parlamento e durante dez anos como Senadora e Vice-Presidente.

Ao longo da sua carreira na Offlimits e noutras áreas, Gerkens tem-se dedicado a promover um ambiente online seguro que defenda os direitos humanos, com especial foco no combate ao abuso infantil online.

Para além da sua função na ATKM, ocupa vários cargos importantes, incluindo membro do Conselho da GOSRN, Presidente do Conselho de Supervisão da NVPI, Presidente da Task Force GO (que aborda comportamentos transgressivos) e membro do conselho da Kolewa. Fora dos seus compromissos profissionais, Gerkens é mãe de dois filhos, gosta de fotografia e é uma corredora ávida.

Título Como o Processo de Radicalização Online Está a Mudar

Resumo  Em ambientes online fechados, diversas formas de conteúdo extremista amplificam-se mutuamente, desempenhando um papel importante no aliciamento e na radicalização dos jovens. Nos ecossistemas híbridos online, bem como em novos ambientes digitais como a Realidade Estendida (XR) e o metaverso, vemos o risco crescer.

A ATKM solicitou à Avans Hogeschool uma pesquisa bibliográfica sobre este tema. Arda Gerkens apresentará os resultados e as recomendações, defendendo que a radicalização online entrou numa nova fase.

[EN] President, Online Terrorist Content and Child Abuse Material Authority (Netherlands)

Arda Gerkens has served as the President of the Online Terrorist Content and Child Abuse Material Authority (ATKM) since September 2023. In this capacity she has recently joined the council of the Global Online Safety Regulators Network. As a former politician, she operates at the critical intersection of the digital landscape and societal well-being. Previously, she led the Dutch Hotline and Helpline Offlimits. Gerkens has an extensive political background, having spent eight years in Parliament and ten years as a Senator and Vice-President.

Throughout her career at Offlimits and beyond, Gerkens has been dedicated to fostering a safe online environment that upholds human rights, with a particular focus on combating online child abuse.

In addition to her role at ATKM, she holds several key positions, including Councilmember of GOSRN, Chairman of the Supervisory Board of the NVPI, Chairman of Taskforce GO (addressing transgressive behavior), and board member of Kolewa.

Outside of her professional commitments, Gerkens is a mother of two, enjoys photography, and is an avid runner.

Title  How the Online Radicalisation Process is Shifting

Summary  In closed online environments diverse forms of extreme content amplify each other and thus playing an important role in grooming and radicalisation of youth. In hybrids ecosystems online as well as in new digital environments as XR and the metaverse we see the risk grow.

ATKM asked Avans Hogeschool to research the literature on this topic. Arda Gerkens will present the outcomes and recommendations and will argue that online radicalisation has entered a new phase.
