Maria Manuel Marques Leitão

[PT]  É licenciada em Direito pela Faculdade de Direito da Universidade de Coimbra, doutorada e agregada em Economia pela Faculdade de Economia da mesma universidade. É Professora catedrática jubilada da Faculdade de Economia da Universidade de Coimbra e Investigadora Permanente no Centro de Estudos Sociais da Universidade de Coimbra. Foi vice-presidente da Association Internationale de Droit Economique e é autora e coautora de diferentes livros e artigos sobre Regulação Pública, Direito da Concorrência e Serviços Públicos. Foi Secretária de Estado da Modernização Administrativa entre 2011 e 2017 no XVII e XVIII Governos constitucionais. Entre 2015 e 2019, foi Deputada à Assembleia da República. No mesmo período, foi Ministra da Presidência e da Modernização Administrativa do XXI Governo Constitucional. No âmbito das funções desempenhadas junto de instituições da União Europeia, foi Membro do Grupo de Alto Nível sobre os Encargos Administrativos (Comissão Europeia) entre 2013-2014; e, em 2002, foi Perita da Comissão Europeia para elaboração de um Relatório sobre o Ensino Superior em Angola e Moçambique no âmbito do Programa-Quadro de Cooperação para o Ensino Superior UE-ACP. Em 2019 foi eleita deputada ao Parlamento Europeu para a 9.ª legislatura (2019-2024). No âmbito das suas atividades parlamentares, é vice-presidente da Comissão do Mercado Interno e Proteção dos Consumidores, membro da Comissão dos Assuntos Jurídicos e da Comissão dos Direitos das Mulheres e da Igualdade dos Géneros. Desenvolve trabalho com especial enfoque nas áreas do digital, da ciência e inovação, da proteção dos consumidores e segurança dos produtos, e da igualdade de género. Integra a Delegação à Assembleia Parlamentar Paritária ACP-UE e a Delegação à Assembleia Parlamentar Euro-Latino-Americana, onde é coordenadora pelo Grupo dos Socialistas e Democratas.

[EN]  Has a degree in Law from the Faculty of Law of the University of Coimbra, a doctorate and a degree in Economics from the Faculty of Economics of the same university. She is a retired Professor at the Faculty of Economics of the University of Coimbra and Permanent Researcher at the Center for Social Studies of the University of Coimbra. She was vice-president of the Association Internationale de Droit Economique and is the author and co-author of different books and articles on Public Regulation, Competition Law and Public Services. She was Secretary of State for Administrative Modernization between 2011 and 2017 in the 17th and 18th constitutional Portuguese governments. Between 2015 and 2019, she was a Deputy to the Portuguese Parliament. In the same period, she was Minister of the Presidency and Administrative Modernization of the XXI Portuguese Constitutional Government. As part of her duties with European Union institutions, she was a Member of the High Level Group on Administrative Burdens (European Commission) between 2013-2014; and, in 2002, she was a European Commission Expert for the preparation of a Report on Higher Education in Angola and Mozambique within the scope of the EU-ACP Framework Program for Higher Education Cooperation. In 2019 she was elected Member of the European Parliament for the 9th legislature (2019-2024). As part of her parliamentary activities, she is vice-president of the Committee on the Internal Market and Consumer Protection, member of the Committee on Legal Affairs and the Committee on Women’s Rights and Gender Equality. She develops work with a special focus on the areas of digital, science and innovation, consumer protection and product safety, and gender equality. She is part of the Delegation to the ACP-EU Joint Parliamentary Assembly and the Delegation to the Euro-Latin American Parliamentary Assembly, where she is coordinator for the Group of Socialists and Democrats.
